What is the 'disc' they are talking about?

On a solar farm we have an supplementary bonding from the PV tracker TCU motor to the Pile. It is a flexi breaded earth that has a black plastic insulation over it for UV protection and corrosion. We have a consultant that picked this up as non compliant with the regs and wants this to be re- sleeved to a yellow and green ID. My question is the regs state that on a bare conductors you only have to sleeve the ends or at certain sections with yellow and green ID markings, but its wording is the following: ".....by the application of tape, sleeve, disc, or paint. " what is the disc they are talking about, is that the do not remove earth tag we can install rather than to resleeve the earth??

    So was it bare, but has been covered by a black protective layer, or black single-core cable, or flexible G/Y cable over which a further (black) protective layer has been applied; or something else please?
