Of course it's all a guessing game, and I'm assuming that IPEA wasn't a typo. The IPEA is an alliance of regulatory engineering bodies such as the EC in the UK. Some of these bodies also award Chartered Engineer registration to their qualified members. So Raja probably meant to ask: is a UK registered CEng equal to Chartered Engineers from other IPEA member bodies?

Sorry, I need to correct an error I made above. The IPEA is an agreement (and not an alliance) made by the engineering member bodies (such as the ECUK) of the International Engineering Alliance - IEA. That agreement allows recognition of UK Chartered Engineers as being equivalent to engineers (CEng|PEng|PE) from other IEA member countries, but a UK CEng would need to register as an IntPE with the ECUK in order to gain closer international recognition. There may be some detail(s) that would require to be fulfilled, such as passing an exam in Law in a respected member country in order to be able to fully practice independently in that country. The IPEA was previously known as the Engineers Mobility Forum (EMF).
