Most likely designed back in the day when everything did not have to be idiot-proof, simply because unlike today, an idiot would not have been allowed anywhere near such equipment.
Back at a place where I used to work, we were classed as a 'generator' and had our own private 1 MW supply from 11KV downwards. I remember our 1940-vintage substation looking somewhat similar.
The place was built as a shadow factory at the beginning of WW2 and it was full of interesting yet potentially lethal gear like that.
Looks to be a decent installation. When I started here (Switzerland) nearly 20 years ago there were still some fully open bus bar substations in the factory. These had the three phases stacked away from the wall with the neutral in front to give some protection. There were tales of those who would stand on a rubber mat and check the temperature of the bus bars with the back of a finger.
Red, Green and Yellow for the phases is the same as the Chinese.
I'm wondering on the system and voltage. Can't be overly high (no more than a couple of kv at best, due to the arrangement of the busbars passing through the wall) but there's no apparent neutral? Do they use a delta system in large factories for the loads, with an earthed but not distributed neutral, like the UK's HV network?
I would guess that it's 380-415V distribution after the transformer. If you look closely at the picture there is a 4th busbar in white/silver which could be the neutral.
